With regard to the question of the reso¥STY of Postal Transit Iharges, which is dealt with in the fifth and subsequent paragraoke of Sir Rex,itablem* 347 despatch I have to invite reference to the corremandeuce which was anelased in Lord Growe's despatch No.116 of
39th April 1910, especially to the definition of the temp "gross russipts" contained in paragraphe 2 and
3 of the latter of the 26th of Navauber 1909 from the Colonial Office to the Treasury, and to meation 3 of Ordinace No.1 of 1901, from which 16 appears to be very doubtful whether the treatment of man recoveries as

nocordance with the existing suthorities governing the calculation of the Military Jontribution. 1f, however,
